CEBU CITY — The Cebu Provincial Government is making final preparations for Halad sa Pagtuo 2026, set to transform the Cebu City Sports Center into a grand celebration of faith and culture on August 29. With thousands of spectators expected, organizers are ensuring that venue logistics, security, and public access are carefully managed for a meaningful and orderly event.

Free Passes Released Today

Provincial Tourism Officer Rowena Montecillo announced that 2,000 gate passes will be distributed for free today, August 28, at Parking Lot 1 of the Capitol Grounds beside People's Park. Distribution starts at 5:00 PM, strictly on a first-come, first-served basis, with each person receiving only one pass.

Montecillo emphasized that the passes are completely free and warned the public against buying wristbands from scalpers. "Dili intawn ni baligya. Ayaw mo pamalit kay dili ni baligya," she stressed. The ticketing system is designed to strengthen security, maintain order, and preserve the solemnity of the celebration.

A Procession of Faith and Heritage

The event begins with a grand procession at 2:30 PM on Saturday, August 29, assembling at the Cebu Provincial Capitol before traversing Osmeña Boulevard. Fifty beautifully adorned carrozas from participating local government units will carry the primary patron saints of their towns and cities. Cebu City will present two carrozas honoring the Sto. Niño de Cebu and Nuestra Señora de Guadalupe de Cebu.

The carrozas will be the main participants, traveling through Fuente Osmeña en route to the Cebu City Sports Center. Spectators are invited to watch from designated sidewalks along the route. The procession is a visual feast that celebrates the deep-rooted Catholic faith binding the province together.

A Celebration Without Competition

Upon arrival at the sports center, a concelebrated Holy Mass will be held with parish priests joining alongside their carrozas. The Mass will be followed by a blessing of all the carrozas. The event then transitions into vibrant cultural presentations from seven festivals.

Festival showcases include Sinulog sa Carmen, La Torta Festival of Argao, and Kabkaban Festival of Carcar City. Unlike previous competitive formats, these presentations are heartfelt offerings of thanksgiving. Governor Pamela Baricuatro envisions the event as a merging of traditions and festivities, focused on faith rather than rivalry.

Security and Logistics in Place

Security is tight, with around 200 police officers from combined city and provincial forces deployed to secure the venue and route. Only pre-accredited drone operators are permitted to conduct aerial coverage, ensuring controlled and safe documentation of the event. Spectator entry is routed through designated entrances: VIPs via Kalubihan Barangay Hall, carrozas near St. Vincent Hospital, and the general public through the entrance between City Central and Abellana School.

Portions of the Cebu South Bus Terminal parking area are reserved for event working committees, with event stickers issued to authorized vehicles. Taxi and private vehicle access to the CSBT will be temporarily limited on event day to minimize congestion. Organizers aim to finish early, honoring Governor Baricuatro's wish for participants to return home and enjoy their weekend.

An Early Evening of Community Spirit

The program is expected to conclude by 7:30 PM, with carrozas exiting through designated routes for a smooth flow back to their towns. Concert King Martin Nievera will perform during the celebration, adding star power to the evening. The event aims to sustain an annual tradition that carries forward Cebu's faith and festival spirit.
