TUBURAN, Cebu — Gov. Pamela Baricuatro personally inspected ongoing improvement works at the Tuburan District Hospital on August 29, 2026. The visit highlighted the provincial government’s push to address longstanding infrastructure issues and strengthen healthcare services for residents of Tuburan and neighboring towns.
A Personal Inspection of Progress
Gov. Baricuatro toured the facility alongside Provincial Health Office Head Dr. Sheila Faciol and Tuburan Mayor Christian Diamante. Dr. Brian Vilbar, the hospital chief, presented the current developments to the governor. The inspection focused on projects designed to make the hospital safer, more accessible, and better equipped to serve its patients.
The governor’s visit underscored the Capitol’s direct involvement in the hospital’s transformation. Dr. Vilbar, who assumed his post in August 2025, has been leading the infrastructure overhaul. The inspection served as an opportunity to assess progress and identify remaining needs.
Addressing Longstanding Flooding Problems
One of the hospital’s most persistent challenges has been flooding during heavy rains. Water collects behind and along the sides of the facility due to inadequate drainage. This flooding affects sanitation, patient and employee safety, ambulance access, and the hospital’s ability to operate smoothly.
The inspection highlighted significant investments to address these concerns. A comprehensive drainage system, concreting of the hospital driveway and sidewalk, and improvements to the parking space are underway. These works amount to P6,479,764.94 and are designed to keep the grounds functional even during emergencies.
Expanding Infrastructure for Better Care
Beyond the drainage improvements, the hospital is undergoing a broader infrastructure transformation. The construction of a morgue building, ambulance parking and maintenance building, and a hazardous waste storage building are also in progress. The completion of the Annex building and repainting of the hospital will further enhance the facility.
These additional improvements amount to P15,792,134.71. Combined with the drainage works, the total investment reflects a serious commitment to modernizing the infirmary. The goal is to create a safer, more dignified environment for patients, staff, and visitors.
Beefing Up Manpower for Better Service
The provincial government is also significantly expanding the hospital’s workforce. According to Capitol Piso Health Consultant Dr. Nikki Catalan, the facility had only 49 healthcare personnel at the end of the previous administration. Under Gov. Baricuatro’s leadership, 67 additional healthcare workers have been added, bringing the total workforce to 116.
The number of doctors tripled from three to nine, while nurses increased dramatically from nine to 33. This manpower expansion is expected to improve the distribution of hospital duties and provide more workers to attend to patients. The strengthened team will enhance daily operations and response capabilities.
A Safer, More Functional Facility
The combined infrastructure and manpower improvements are transforming Tuburan District Hospital. Proper drainage will prevent flooding, while improved driveways and sidewalks will facilitate safer movement of patients, personnel, and ambulances. The new buildings will support critical hospital functions.
The provincial government remains committed to bringing quality healthcare closer to communities. The ongoing upgrades reflect a people-centered approach to public service. Tuburan District Hospital is steadily becoming a facility that can truly serve the needs of its growing community.
