CARMEN, Davao del Norte — Four community associations here are poised to strengthen their livelihoods after the formal turnover of Project LAWA and BINHI interventions on August 18, 2026. The ceremony marked a pivotal shift from government-led support to community-driven growth and sustainability.
A New Chapter for Local Livelihood
The turnover ceremony was more than a simple handover of resources. It symbolized the transfer of responsibility to the communities, empowering them to nurture and grow the interventions for the benefit of their families. The true value of the project lies in how these associations collectively manage and sustain the support they received.
Four partner associations from different barangays were identified as key recipients. These include the Barangay Ising Credit Cooperative, Kainan sa Dalan RIC Vendors Association, Tuganay RIC Vendors Association, and the 5K's Cebulano Women's Communal Garden Association. Each group represents a unique facet of the local economy, from cooperative lending to food vending and communal agriculture.

The success of Project LAWA and BINHI is rooted in strong institutional collaboration. The Municipal Agriculture Office and Municipal Social Welfare and Development Office played crucial roles in implementation. Support also poured in from the Congressional Office, Governor's Office, Mayor's Office, and the barangay governments of Ising and Cebulano.
This united front strengthened the bond between the community and its partner institutions. It ensured that the livelihood initiatives were not implemented in isolation but were woven into the fabric of local governance. The collaboration sets a strong precedent for future community development projects in the municipality.

Project LAWA and BINHI operates under the Risk Resiliency Program–Climate Change Adaptation and Mitigation (RRP-CCAM). The program is designed to enhance the capacity of communities to face challenges related to livelihood, food security, and the impacts of climate change.
