
CAGAYAN DE ORO CITY — A wave of tourism-focused development is sweeping into the city's highlands as Megaworld Corp. commences land development for its ₱65‑billion township project, The Upper Central, in 2026. The property giant has allocated a record ₱65 billion capital expenditure for 2026, a 30% increase from the previous year’s ₱50 billion, with a significant portion dedicated to launching provincial townships. This aggressive expansion, which marks the company’s 35th township in its 35th year, is seen by local industry experts as a transformative move for Cagayan de Oro’s real estate and tourism sectors.
A Highlands Destination for All Seasons
Rising at elevations of up to 245 meters above sea level in the uplands of Barangays Gusa and Indahag, The Upper Central is set to become a unique lifestyle and tourism hub. Unlike traditional residential subdivisions, the 117‑hectare integrated community is designed as a destination in itself, featuring a variety of attractions aimed at both residents and visitors.
A defining characteristic of the township is its strong commitment to green and open spaces, with approximately 40% of the entire area dedicated to roads, parks, and landscaped areas. This includes a central park, landscaped viewing decks, mountain and bike trails, and an adventure park. Tourism industry stakeholders view the project as a crucial piece in diversifying the city's attractions beyond its famous white‑water rafting. The adventure park, with its mountain trails and extensive green spaces, is expected to cater to the growing market for eco‑tourism and outdoor recreation. The integration of hospitality components, including potential hotel developments, is poised to accommodate the influx of visitors, directly supporting the local tourism infrastructure.

Accessibility is a key factor in the project's appeal. Strategically located along J.R. Borja Road, The Upper Central is just 10 to 15 minutes from the city’s downtown area and less than an hour from Laguindingan International Airport, making it a convenient getaway for both local and international tourists.
