BUTUAN CITY — Homeowners Associations (HOAs) from different communities in Butuan City came together for a three-day Annual Planning Workshop led by the City Housing and Homesite Development Department (CHHDD), aimed at developing practical plans for their neighborhoods for 2026 to 2027. The workshop guided HOA officers and Board of Directors in preparing their Annual HOAI Development Plans (ADPs), with discussions centered on the concerns, priorities, and needs experienced by their respective communities. CHHDD Acting Division Head Engr. Vanessa F. Endozo said the activity gave participants an opportunity to identify community issues and, with guidance from partner agencies, develop realistic and achievable solutions for their constituents.
Helping Homeowners Navigate Property Concerns
Among the major concerns raised during the sessions were building permits, property ownership, and title transfers: issues that can directly affect homeowners, property investments, and neighborhood development. Resource speakers explained the necessary procedures and documentary requirements, giving HOA leaders a clearer understanding of how to address property-related concerns within their communities. Julius Vestin, HOA President of Barangay Baan Km. 3, highlighted the importance of securing building permits, particularly in ensuring safety and compliance with government inspection requirements. Understanding these regulations, he noted, can help homeowners protect their investments while ensuring that residential structures meet local standards.
Promoting Transparency Through the HOA Scorecard
The workshop also featured the HOA Scorecard System, which helps associations monitor projects, oversee funds, and track homeowner participation in community activities. By encouraging proper monitoring and accountability, the system supports more transparent management of community resources and strengthens the foundation for sustainable neighborhood development. Representatives from the Bureau of Internal Revenue (BIR), Department of Labor and Employment (DOLE), Registry of Deeds, and Technical Education and Skills Development Authority (TESDA) also participated as resource speakers, offering guidance and feedback on various concerns raised by the HOAs. Using the knowledge gained from the sessions, participating associations prepared their respective ADPs. The plans were then reviewed and evaluated by the resource speakers to ensure that proposed projects and activities respond to actual community needs. Through the workshop, Butuan's HOAs were given stronger tools to plan, manage, and develop their communities while contributing to the city's broader real estate and housing development.
