As commencement exercises draw near, the Department of Labor and Employment is ensuring that graduating students enter the workforce not with uncertainty, but with knowledge of their rights, responsibilities, and the opportunities that await them. Through its Labor Education for Graduating Students (LEGS) program, DOLE conducted a seminar at Pampanga State University (PamSU) as part of a nationwide effort that reached nearly 13,000 students across multiple higher education institutions.
The PamSU seminar was part of a broader series of activities conducted simultaneously at Lyceum of the Philippines University-Batangas, Capiz State University, Guimaras State University, Saint Michael College of Hindang, Leyte Inc., and the University of Science and Technology of Southern Philippines, benefiting thousands of future workers . The initiative aligns with DOLE's vision, led by Secretary Francis N. Tolentino, to foster a well-informed, responsible, and future-ready Filipino workforce while advancing the goals of decent work, youth employability, and sustainable economic development.

The LEGS seminars equipped students with practical, actionable knowledge they will need as they transition from academic life to employment. Core topics discussed included general labor laws, workers' rights and responsibilities, labor standards, occupational safety and health, employment opportunities, labor market information, and government employment facilitation programs .
DOLE's Labor Education for Graduating Students program also covers specific laws on minimum wage, monetary benefits with basic computations, entitlement to separation pay and other benefits, social legislations, termination processes, management prerogative, and the symbiotic relationship between labor and management . This comprehensive curriculum ensures that graduating students are not simply handed diplomas, but are genuinely prepared for the realities of the professional world.
Institutional Framework: The Labor Education Act Takes Effect
The LEGS seminars come at a pivotal moment for labor education in the Philippines. The Implementing Rules and Regulations (IRR) of Republic Act No. 11551, known as the "Labor Education Act," were formally signed on April 29, 2026, by DOLE, the Commission on Higher Education (CHED), and the Technical Education and Skills Development Authority (TESDA) . The law mandates the integration of labor education into the curriculum of higher education institutions and technical-vocational institutions, ensuring that labor rights, responsibilities, and workplace harmony are taught to students before they enter employment .
Under the IRR, labor education may be integrated into General Education subjects, elective courses, or as a stand-alone subject, while TVIs shall incorporate labor education modules in diploma, non-degree, and short-term courses . The rollout is targeted for the first semester of Academic Year 2026-2027, beginning with incoming freshmen through the National Service Training Program (NSTP) as a special lecture.
