
Iloilo City is currently doubling down on its "people-centered" governance by rolling out a comprehensive expansion of social protection programs during the first week of May 2026. Mayor Raisa Treñas announced on May 7 that the city has increased its Social Pension Program beneficiaries to 9,000 senior citizens, ensuring that more elderly residents are shielded from economic pressures. This initiative is backed by a PHP 72-million grant from the national government’s Local Government Support Fund (LGSF), specifically earmarked for a strategic rice subsidy program. By sourcing this rice directly from local farmers, the city is effectively hitting two targets: providing food security for the urban poor while supporting the agricultural backbone of the province.
Emergency Work as a Dignity Driver
The centerpiece of this week’s rollout is the Kabulig Pangkabuhayan Emergency Employment (Kaya) Program, a PHP 30-million fund designed to benefit over 5,000 residents. Starting this May, beneficiaries are being assigned to temporary roles in barangays and government offices, performing tasks ranging from administrative support to urban cleaning for up to three months. This strategy moves away from "handout" culture by providing immediate income in exchange for meaningful service to the community. It is a tactical response to the rising fuel prices that have strained the budgets of low-income Ilonggo families in early 2026.
Empowering the Next Generation through 4Ps
For the city’s long-term poverty reduction strategy, the focus this week has shifted toward the children and mothers of Pantawid Pamilyang Pilipino Program (4Ps) households. Through the Uswag Scholarship Program and various technical training modules, youth beneficiaries are being given the financial backing to pursue higher education or specialized trade skills. Simultaneously, mothers are receiving support through Sustainable Livelihood Programs (SLP) to help grow their small home-based businesses into stable income sources. This "intergenerational" approach ensures that while today's needs are met with subsidies, tomorrow's prosperity is secured through education and self-reliance.
A Safety Net for the Transport Sector
Recognizing the immediate impact of global fuel fluctuations, the city is also extending a hand to its transport workers as of May 8, 2026. Nearly 1,000 taxi drivers are set to receive PHP 1,000 fuel subsidy coupons, following a similar distribution for jeepney and tricycle drivers earlier this month. This proactive governance acts as a stabilizer for the city’s transit system, preventing sudden fare hikes that would otherwise burden the commuting public. By layering these short-term relief measures with long-term educational investments, Iloilo City is creating a resilient social fabric that values inclusivity as much as it does economic growth.
