The dream of homeownership is becoming a reality for more Filipino families as the government's Expanded Pambansang Pabahay para sa Pilipino Program (4PH) shifts from project announcements to actual turnover of completed housing units. Following recent turnover activities in 4PH projects across Pampanga, Nueva Ecija, Laguna, Bacolod, and other areas, the program is demonstrating tangible progress in addressing the country's housing backlog .
The nationwide rollout gained additional momentum on June 3, 2026, when the Department of Human Settlements and Urban Development (DHSUD) and Pag-IBIG Fund turned over house-and-lot units at Nuvista Homes Lipa in Batangas. DHSUD Secretary Jose Ramon Aliling, who also chairs the Pag-IBIG Fund Board of Trustees, emphasized the program's growing impact: "We are pleased to report that the Expanded 4PH Program continues to benefit more Filipinos by helping families gain access to safe, decent and affordable homes".
Over 1,300 Pampanga Residents Gain Land Security Under ECMP
In a significant development for Pampanga, more than 1,300 low-income residents in Barangay Maimpis, City of San Fernando, received land security and financial assistance through the Enhanced Community Mortgage Program (ECMP) under the 4PH umbrella. DHSUD Secretary Aliling and Social Housing Finance Corporation (SHFC) President Federico Laxa turned over a check payment benefiting 397 families from Pinag-isang Magkakapitbahay Miranda Compound Phases 1 and 2.
The financial assistance, amounting to approximately PHP35 million, funded the collective purchase of land currently occupied by the communities, securing their tenure while keeping costs within reach. An additional PHP3.6 million was released to support documentation and legal requirements, further easing the financial burden on beneficiaries. "Alinsunod sa direktiba ni Pangulong Marcos Jr., mas pinapadali ng DHSUD ang proseso at pinapababa ang halaga ng pagbabayad upang makamit ng ating mga kababayan ang kanilang pangarap na magkaroon ng sariling lupa," Secretary Aliling stated.
Affordable Monthly Payments Make Homeownership Accessible
The Expanded 4PH Program makes homeownership achievable through subsidized interest rates and manageable monthly amortizations. For qualified borrowers, housing loans are available with a subsidized 3 percent interest rate, with monthly payments as low as PHP4,005 for socialized house-and-lot units priced at around P950,000.
OFWs have also been given priority access under the expanded program, with automatic eligibility even without meeting standard income bracket requirements. DHSUD officials have clarified that no reservation fees or down payments are required, and monthly amortization begins only after the housing unit is turned over to the beneficiary . The program now includes both vertical residential buildings for informal settler families and horizontal house-and-lot packages, accommodating a broader spectrum of housing needs across Central Luzon and beyond.
Collaboration Between Public and Private Sectors Drives Success
DHSUD is actively collaborating with private developers to secure quality and affordable housing options in regions outside Metro Manila. The Nuvista Homes Lipa project in Batangas, developed by P.A. Properties, offers three housing models—Marya, Yasmin, and Solida—with prices ranging from P950,000 to P2.2 million. The residential project has 1,160 units ready for occupancy with over 2,000 more units set for construction.
Pag-IBIG Fund Chief Executive Officer Marilene Acosta emphasized that the agency's housing loan programs now support a wider range of homebuyers, following the recent increase in the maximum housing loan amount from P6 million to P10 million per borrower. "The Expanded 4PH Program is making more quality housing options available to Filipino families. Pag-IBIG Fund complements this by making these homes more affordable through financing terms that keep monthly payments within reach," Acosta said . As the program continues to roll out across Pampanga and nationwide, more Filipino families can finally move from aspiration to actual homeownership.
