MANILA — The government's flagship housing program is receiving high praise from one of the country's leading property research firms. During the Q1 2026 Philippine Property Market Briefing in Bonifacio Global City, Colliers Philippines Research Director Joey Roi Bondoc highlighted the Expanded Pambansang Pabahay para sa Pilipino Program as a key driver of growth in the affordable housing segment.
"By prioritizing government intervention to stimulate the economy, the Philippine government's Expanded 4PH Program is doing wonders for the condominium market, specifically for the urban poor and low-income earners," Bondoc said. His statement underscores how a government-led initiative is successfully creating both demand and supply in a critical housing segment.
Keynesian Economics at Work
Bondoc explained the success through the lens of Keynesian economics, where the government strategically intervenes to stimulate the economy during difficult periods. The Expanded 4PH Program does this by making affordable housing accessible while simultaneously encouraging developers to build more units.
"While certain pockets of Metro Manila still grapple with high inventory, the synergy of government-led Keynesian policy, LGU participation, and private sector innovation is successfully pivoting the market toward inclusivity and long-term stability," Bondoc said. He emphasized that strong collaboration among national government, local government units, and private sector partners is essential to sustaining the housing sector's momentum.
A Whole-of-Society Approach
DHSUD Secretary Jose Ramon Aliling welcomed the positive assessment from Colliers. He reiterated the Department's commitment to ensuring that affordable and decent housing becomes more accessible to Filipinos from all walks of life. "Malaking bagay po ang pag-recognize ng ating mga stakeholder sa positibong epekto ng Expanded 4PH," Aliling said.
The housing chief stressed that the administration continues to pursue long-term and inclusive housing solutions. He noted that the program's success stems from a whole-of-society approach, where national and local governments work hand in hand with the private sector and the public. This collaborative model has made significant strides since the program's expansion in May 2025.

The Expanded 4PH Program aligns with President Ferdinand R. Marcos Jr.'s directive to uplift underserved and low-income communities. By providing safe, dignified, and affordable homes, the program transforms lives while strengthening the broader property market. Aliling affirmed the Department's commitment to expanding the program further.
"Patuloy nating i-eexpand ang 4PH Program upang mas maraming pamilyang Pilipino, lalo ang mga higit na nangangailangan, ang mabigyan natin ng pagkakataon na magkaroon ng mas ligtas at may dignidad na buhay," he added. The Colliers assessment confirms that the program is not only meeting social objectives but also proving to be a sound economic strategy.
