The four local government units have achieved accreditation as PhilHealth GAMOT Primary Care Facilities, expanding access to essential healthcare across the province.

A Lifeline for Chronic and Acute Care

The Guaranteed and Accessible Medications for Outpatient Treatment (GAMOT) Package covers a wide range of prescription drugs for both long‑term maintenance and sudden illnesses. Patients with hypertension, diabetes, and other chronic conditions will benefit most, as they often face recurring pharmacy bills. The benefit aims to keep patients on their prescribed regimens without forcing them to choose between food and medicine.

Each eligible PhilHealth member and their qualified dependents can claim up to the ₱20,000 ceiling every calendar year. The benefit is use‑it‑or‑lose‑it; any unused balance expires at year‑end. This encourages consistent check‑ups and timely medication refills, reinforcing preventive healthcare at the grassroots level.

Bringing Services Closer to Home

The newly accredited facilities are the rural health units of Sara, Concepcion, and Oton, plus the Passi City Health Office. Patients no longer need to travel to major hospitals or pay retail pharmacy prices. They simply visit their local government‑run primary care center, consult a doctor, and receive their prescribed medicines directly from the in‑house pharmacy.

This localization of services is central to the Universal Health Care Act’s vision of accessible, equitable care. For many Ilonggos, the nearest drugstore might be kilometers away, and the markup on medicines can be prohibitive. Now, the medicine counter is just a tricycle ride from home, and the cost is zero.

How the GAMOT Benefit Works

The program operates through PhilHealth’s Yaman ng Kalusugan Program (YAKAP). Members must first register with an accredited YAKAP clinic, such as the newly designated GAMOT facilities. During a First Patient Encounter, a physician evaluates the patient, orders necessary tests, and if medication is needed, generates an electronic prescription with a unique security code.

The patient then presents this prescription at the facility’s pharmacy, where the medicines are dispensed and the amount is deducted from the annual ₱20,000 cap. The system ensures that only appropriate medications are provided, reducing waste and preventing fraud.

For families living on daily wages, a single prescription for maintenance medicine can consume a significant portion of the household income.
