A Decade in the Making: What Subsection 3 Brings to Motorists
The inauguration of CALAX Subsection 3 marks a major milestone for southern Luzon's transport network. President Marcos personally led the opening ceremony at the Governor's Drive Interchange in General Trias, emphasizing that the project was "10 years in the making" and would bring "big relief" to travelers . The new 2x2 toll road—constructed from January 2024 to April 2026—is designed to accommodate an additional 6,000 motorists daily .
Beyond the significant reduction in travel time between Biñan and General Trias, the segment also cuts the journey from Aguinaldo Highway to Governor's Drive from 30 minutes to approximately six minutes . The project bypasses heavily congested local roads in Cavite's growing industrial and residential corridors, providing a faster, more efficient route for commuters and businesses . President Marcos announced that toll fees will be waived for one month, inviting motorists to "see and feel the significant relief that projects like this bring".
CALAX: The Bigger Picture for South Luzon
Subsection 3 is a vital component of the broader CALAX project, a 44.58-kilometer public-private partnership toll road connecting the Manila-Cavite Expressway (CAVITEX) in Kawit, Cavite, to the South Luzon Expressway (SLEX) in Mamplasan, Biñan, Laguna . With the opening of this segment, CALAX's operational length now spans 26 kilometers from the Mamplasan Entry . Once fully completed, the expressway will feature eight strategic interchanges, including Santa Rosa-Tagaytay, Silang East, Open Canal, and Kawit .
The project is implemented by the Department of Public Works and Highways and operated by MPCALA Holdings Inc., a subsidiary of Metro Pacific Tollways Corporation under the MVP Group . MPCALA is also finalizing the remaining subsections, with the Open Canal and Kawit segments still under construction . President Marcos expressed gratitude to Interior Secretary Jonvic Remulla, who was "one of the main movers" of the project during his tenure as Cavite governor, and to the MVP Group for their role in this transformative infrastructure .
