CAGAYAN DE ORO — In a proactive move to safeguard the youth in an increasingly digital world, Cagayan de Oro has become the pilot site for the "Swipe Safe" project in the Philippines. Officially launched on June 25, 2026, this initiative is a collaborative effort between the Department of Education (DepEd) Division of Cagayan de Oro, the Xavier Science Foundation (XSF), ChildFund Philippines, and the local city government. The project is designed to equip students, educators, and parents with the necessary tools to navigate the internet responsibly while mitigating risks such as cyberbullying, misinformation, and online exploitation.
Interactive Learning through the Swipe Safe App
At the core of the project is the "Swipe Safe" app, an interactive digital platform originally developed by ChildFund Australia. The app uses storytelling, real-life digital scenarios, and interactive exercises to help young users identify and respond to common online risks like scams, grooming, and harmful content. By integrating this tool into school curricula, the project encourages critical thinking, allowing students to practice decision-making in a safe, controlled environment before they encounter similar situations in the real world. Five pilot schools in the city, including Cagayan de Oro National High School and Kauswagan National High School, have been equipped with specialized gadgets and internet connectivity to roll out the program.
A Community-Based Approach to Child Protection
Beyond the classroom, the Swipe Safe project emphasizes that digital safety is a collective responsibility. The initiative includes training and learning sessions for "duty bearers"—including parents, caregivers, and teachers—to ensure they can act as active protectors and guides in their children’s digital lives. By fostering open communication and providing adults with the knowledge to supervise online activities effectively, the project aims to create a stronger, more supportive protective environment for children across the city. This holistic model acknowledges that while technology offers immense educational potential, it requires vigilant management to shield vulnerable users from exploitation.
Responding to a Growing Regional Challenge
The launch of Swipe Safe comes at a critical time, as local officials and organizations continue to combat rising concerns regarding online sexual abuse and exploitation in the Philippines. Dr. Roy Gazo, Schools Division Superintendent, noted that the project is a timely response to recent incidents of learner violence and online risks, highlighting that schooling today must extend beyond academic excellence to include digital well-being. By positioning Cagayan de Oro as the primary implementation site, stakeholders hope that the strategies developed here will serve as a successful blueprint for other regions to follow, ultimately contributing to a safer, more empowered digital future for Filipino youth.
