Department of Human Settlements and Urban Development Secretary Jose Ramon Aliling led a series of groundbreaking and inspection activities from Wednesday to Thursday, signaling intensified efforts to deliver affordable homes to thousands of Filipino families through both rental and homeownership options.
The projects target a broad spectrum of beneficiaries, from informal settler families and farm workers to low‑income employees and the working class. The four developments—Victorias Residences, Deca Homes Granada, Iloilo Residences, and the Uswag 4PH Condominium Complex—collectively aim to benefit more than 4,000 families. The initiative demonstrates the government's commitment to addressing the country's housing backlog through sustainable, inclusive developments.
Negros Occidental: New Homes for Workers and Farmers
In Victorias City, Secretary Aliling led the concrete pouring ceremony for Victorias Residences, a pilot rental housing project that will consist of four five‑story buildings in Barangay XIX. The project will benefit more than 2,400 residents, mostly informal settlers and farm workers. Beneficiaries expressed excitement as the long‑awaited housing development officially entered construction.
In Bacolod City, Aliling graced the ribbon‑cutting and blessing of Deca Homes Granada, a horizontal subdivision‑type development under the Expanded 4PH Program. Hundreds of newly completed house‑and‑lot units are ready for move‑in and turnover to low‑income workers and government employees. The project provides a homeownership pathway for families in Bacolod and nearby areas.
Iloilo City: Rental and Condominium Options Rise in Jaro
In Iloilo City, Secretary Aliling inspected two major projects in Jaro. The Iloilo Residences in Barangay Sambag is a rental housing development consisting of two seven‑story buildings with 362 units. Each 27‑square‑meter studio unit is set to open in 2027 at a proposed rate of just ₱850 per month. The project is funded through DHSUD escrow funds from developer compliance deposits.
The Uswag 4PH Condominium Complex in Barangay San Isidro will deliver 1,677 condominium units across 13 ten‑story buildings. Developed through a public‑private partnership with EON Realty and Development Corporation, the project targets more than 5,000 working‑class Ilonggos. The first two buildings are expected by the second quarter of 2027, with units ranging from 24 to 27 square meters.
A Whole‑of‑Government Housing Push
Secretary Aliling emphasized that the Expanded 4PH Program addresses the varying housing needs of Filipino families through sustainable, people‑centered initiatives. "Ang Expanded 4PH ay pinalawak natin upang matugunan ang iba't‑ibang pangangailangan sa pabahay ng ating mga kababayan," he said. The projects demonstrate strong collaboration among national and local government, the private sector, and communities.
For the real estate sector, the accelerated rollout of 4PH projects signals that affordable housing is becoming a reliable pipeline.
