Members of the Tagaytay-Cavite Libraries and Library Personnel Consortium (TCLC) gathered for their 1st General Assembly and Conference, highlighted by a tour of the new Provincial Government Center in Trece Martires City, Cavite, on June 18, 2026. The attendees, including Provincial Librarian Gng. Connie Villanueva, used this opportunity to explore the modern interiors and cutting-edge facilities of the newly established capitol building.
A New Chapter for Cavite's Library Community
The 1st General Assembly and Conference of the Tagaytay-Cavite Libraries and Library Personnel Consortium marked a significant milestone for library professionals across the province. The event, which included a tour of the new Provincial Government Center in Trece Martires City, allowed attendees to study the contemporary spatial design and amenities of the newly established capitol building, serving as a benchmark for local institutional architecture. Provincial Librarian Connie Villanueva joined her fellow library professionals in exploring the modern interiors, gaining insights into how government facilities can be designed to better serve the public. The consortium, which includes institutions like the Kolehiyo ng Lungsod ng Dasmariñas – College Learning Commons, has a shared commitment to service and continuous professional growth, with past activities including benchmarking tours and outreach programs to strengthen library operations across Cavite .
The event also featured a major book donation and turnover, with attendees receiving 35 boxes of basic education books and coffee table books. The general assembly, hosted in partnership with the Office of the Sangguniang Panlalawigan - Library Services, provided a venue for library professionals to network, learn, and collaborate on improving provincial learning facilities.
Trece Martires: The Heart of Cavite's Government
The choice of the new Provincial Government Center as the tour venue is particularly significant, as Trece Martires City serves as the de facto capital and seat of the provincial government . While Imus is the de jure capital by presidential decree, the provincial government continues to function from Trece Martires, where the majority of provincial offices are located . The city, named after the Thirteen Martyrs of Cavite who were executed during the Philippine Revolution, has long been the administrative heart of the province .
The new Provincial Government Center represents a modernization of this administrative hub, designed to centralize government offices and improve service delivery. The TCLC's tour of the facility demonstrates how library professionals can draw inspiration from modern government architecture to enhance their own institutions, ensuring that Cavite's libraries continue to evolve alongside the province's growth. With Trece Martires hosting twelve NHA resettlement projects and experiencing rapid urbanization , the city's role as the seat of government and a center for public services—including libraries—continues to expand.
