The Department of Transportation (DOTr) is making progress on the North-South Commuter Railway (NSCR) project in Angeles, Pampanga, but faces construction delays. The agency is currently coordinating with the Angeles City LGU to acquire the remaining 10% right-of-way (ROW) and has directed contractor Italthai to complete the Angeles Station by 2028.
Project Timeline and Key Updates
The NSCR project, a 147-kilometer elevated railway connecting Clark, Pampanga to Calamba, Laguna, will feature 35 stations and aims to drastically reduce travel time between key hubs to about two hours via limited express service . Full system operations are targeted for January 2032 . Currently, construction of the Angeles Station is at 11% completion, falling short of its 24.68% target due to earlier ROW bottlenecks. The DOTr is working with the Angeles City LGU to secure the remaining right-of-way and has directed contractor Italthai to expedite work, targeting completion of the Angeles Station by 2028.
The Angeles Station and Its Significance
The Angeles Station is being rebuilt as part of the NSCR's second phase on the site of a former Philippine National Railways station that closed in 1988 . The new elevated station, located along the MacArthur Highway in Barangay Tabun, will have four tracks and an island platform . The Malolos-to-Clark segment, which includes the Angeles Station, is expected to begin partial operations by October 2028 , paving the way for faster and more convenient travel for Kapampangans and commuters across Luzon .
