
More than 1,300 working-class residents in Pampanga are now one step closer to owning the land they’ve long called home, thanks to the government’s expanded housing program.
Under the Enhanced Community Mortgage Program (ECMP), part of the Expanded Pambansang Pabahay para sa Pilipino (4PH), financial support was released to help communities collectively purchase the land they occupy. This includes funding for land acquisition and assistance for legal documentation, making the process more accessible and affordable.
For families in areas like San Fernando, this marks a major shift. From uncertainty, they are now moving toward secured land ownership, with payment terms designed to match their financial capacity.
Beyond ownership, the program also includes plans to improve community infrastructure such as drainage systems, creating safer and more livable neighborhoods.
