The festival, now in its third decade, was first held in 1996, when then-Mayor Tim Encarnacion transformed local feast traditions into a citywide celebration . The festival's name comes from the Spanish word "regar," meaning to water or sprinkle, and is tied to the rite of baptism associated with St. John the Baptist .
