For residents of Sitio Bulusan in Barangay San Nicolas, the rainy season used to bring anxiety. Water would pool on their unpaved road, making travel difficult and turning simple errands into challenges. That chapter is now closed.
The Pampanga Provincial Government has completed a ₱3.98-million road concreting and elevation project covering 204.7 linear meters, with the roadway raised by an average of 60 centimeters . Governor Dennis “Delta” Pineda, Vice Governor Lilia “Nanay” Pineda, Board Member Ananias Canlas Jr., and former Mayor Mylyn Pineda-Cayabyab led the groundbreaking ceremony for the project earlier this year.
From Stagnant Water to a Smooth, Safe Ride
Before the upgrade, the road in Sitio Bulusan was unpaved and prone to flooding. According to Provincial Engineer Noli Pangan, the rehabilitation and elevation of the drainage system significantly improve water flow and prevent stagnant water accumulation — a common cause of flooding during the rainy season . The project, allocated with ₱3,980,566.14, was completed by May 2025 .
For residents who relied on the road for daily commutes, transporting goods, and accessing essential services, the transformation is life-changing. Better roads mean safer travel for children going to school, easier access for emergency vehicles, and improved mobility for elderly residents who previously struggled with muddy, uneven pathways.
Part of a Bigger Push for Grassroots Infrastructure
The Sitio Bulusan project is just one piece of the Pampanga Provincial Government's broader commitment to infrastructure development that directly benefits communities at the grassroots level. Vice Governor Dennis “Delta” Pineda, who serves as head of the Provincial Development Council, has emphasized the need for strong coordination to fast-track the delivery of services and projects for Kapampangans .
The same commitment extends to other parts of the province. In January 2026, the provincial government turned over the newly renovated Minalin Multipurpose Convention Center worth ₱15 million and a Dialysis Center to the local government of Minalin, providing nearby medical services to dialysis patients who previously had to travel out of town . Governor Pineda has framed these projects as “promises fulfilled” to the people of Pampanga.
Building a Foundation for Long-Term Development
The Sitio Bulusan road project exemplifies how targeted infrastructure spending can address long-standing community needs. By elevating the road and improving drainage, the provincial government has tackled the root cause of flooding in the area — not just its symptoms.
Governor Delta Pineda has made clear that this is only the beginning. The Provincial Development Council has approved infrastructure projects and development initiatives worth ₱9.2 billion to accelerate growth across Pampanga . “Binubuo natin ang matibay na pundasyon at plano para sa pag-unlad. Sisiguraduhin nating ang bawat proyekto at programa ay magiging tunay na asenso na aabot sa bawat bayan at bawat pamilya,” Pineda said . For the residents of Sitio Bulusan, that promise has already arrived — in the form of a smooth, flood-free road they can finally call their own.
