
As of April 8, 2026, the real estate map of Metro Cebu is being redrawn. With the Cebu Bus Rapid Transit (CBRT) finally entering its first month of partial operations, the focus is shifting away from the saturated urban core toward high-growth "Satellite Cities" like Liloan and Minglanilla.
The headline for April 2026 is "Decentralization in Motion." Since the CBRT began its partial run on March 13, 2026, the perceived "distance" between the city center and the outskirts has collapsed. Even though the dedicated lanes are currently limited to the 2.38-kilometer "Package 1" stretch, the actual buses are running a much longer route from Il Corso (SRP) to Cebu IT Park. This has triggered a surge in interest for "Transit-Oriented" horizontal communities in the south, as commuters realize they can now bypass the worst bottlenecks of N. Bacalso Avenue using the BRT’s dedicated median lanes.
This shift is anchored by a massive infrastructure pipeline in the south. DPWH Secretary Vince Dizon recently inspected the stalled Segment 3A of the Metro Cebu Expressway in Naga City, vowing to finish the 4.55-kilometer stretch by July 2026. This segment, which has faced years of delays due to landslides and environmental cease-and-desist orders, is finally back on track with additional equipment deployed. For the 2026 property buyer in Minglanilla and Naga, this expressway isn't just a road; it is a "value catalyst" that justifies the current 3% to 8% premium being seen in pre-selling suburban lots.
