CEBU CITY — The Department of Tourism is moving to strengthen the country’s position in the Asia-Pacific cruise market, placing Cebu at the center of its updated national strategy. The DOT’s Office of Product Development - Cruise Unit, alongside CHART Management Consultants, presented findings from a nationwide field mission on October 26, 2026, aimed at updating the National Cruise Tourism Development Strategy and Action Plan for 2026 to 2032.

A Nationwide Push for Cruise Competitiveness

The technical mission covered key cruise gateways including Metro Manila, Palawan, Coron, Cebu, Bohol, Subic, Ilocos, and Boracay. The team conducted port facility inspections, met with government agencies and port authorities, and consulted local tourism stakeholders to assess infrastructure, destination readiness, and shore excursion opportunities across the archipelago.

Originally developed by CHART and launched in 2016 with USAID, the strategy is being updated to respond to evolving industry trends, shifting travel patterns, and intensifying regional competition. The DOT aims to advance sustainable and inclusive growth while ensuring the Philippines remains a compelling destination for global cruise lines.

Cebu’s Pivotal Role in the Cruise Map

Cebu is emerging as a cornerstone of this national ambition. Tourism Secretary Christina Garcia Frasco previously described it as “baffling” that the province had long been absent from the country’s cruise tourism map, despite its strong air connectivity, diverse attractions, and mature hospitality sector. She declared that this has now changed.

The recent docking of the international cruise ship mv Odyssey marked a turning point, bringing passengers who had already visited over 140 countries. Frasco emphasized that Cebu will play a pivotal role in the DOT’s cruise development plans, working in tandem with efforts to expand air and marine connectivity nationwide. The province welcomed more than five million overnight tourists in 2024, providing a solid foundation for cruise growth.

Infrastructure and Regional Support

The Philippines is preparing for 127 cruise ship calls in 2026, signaling sustained engagement from major operators. The national government is aligning cruise development with recovery efforts following recent earthquakes and typhoons, ensuring that visitor convenience, safety, and destination access remain priorities alongside climate-resilient infrastructure planning.

At the regional level, the successful hosting of the ASEAN Tourism Forum in Cebu has reinforced support for cruise circuits across Southeast Asia. The ASEAN Tourism Sectoral Plan for 2026 to 2030 promotes multi-country itineraries, allowing travelers to combine a Philippine beach destination with cultural experiences in neighboring countries under a unified tourism brand.

Dispersing Benefits Across Communities

Cruise tourism is positioned as a complementary growth driver for Cebu’s broader tourism economy. Frasco noted that cruise calls can help disperse visitors to northern and southern Cebu, benefiting local tour operators, guides, restaurants, and small businesses in emerging destinations. This dispersion supports the province’s strategy to cement its status as the country’s leading international gateway outside Manila.

The DOT continues to work with the Philippine Ports Authority and private stakeholders to expand cruise-ready facilities, including ongoing developments in Coron, Alegria, Catagbacan in Bohol, and Camiguin. These infrastructure pivots aim to capture a larger share of the global cruise market while ensuring that the economic benefits reach grassroots communities.
