Community development begins when young people are given opportunities to participate, lead, and contribute to decisions that affect their communities. In Taguig City, the celebration of Linggo ng Kabataan 2026 provided young leaders with a platform to experience governance firsthand through the National Capital Region Youth Parliament (NCRYP) and its Model Sangguniang Panlungsod. The three-day program brought together youth representatives from different local government units in Metro Manila for a simulated legislative session, allowing participants to take on the roles of policymakers while discussing issues affecting their communities.

Creating a Space for Youth Voices

The Model Sangguniang Panlungsod gave participants an opportunity to express the concerns and experiences of their respective communities. Through discussions, debates, and policy-making activities, the young delegates were encouraged to exchange ideas and develop solutions to issues affecting their fellow youth. This approach demonstrates how youth participation can become an important part of building stronger and more responsive communities.

Learning the Responsibilities of Leadership

The program emphasized that leadership involves more than simply presenting good ideas. Young legislators were encouraged to listen carefully, ask meaningful questions, respectfully disagree with others, and consider different perspectives before making decisions.

These experiences allow participants to develop important skills such as communication, critical thinking, collaboration, decision-making, and public speaking—skills that can prepare them for future leadership roles.

From Ideas to Meaningful Policies

A major component of the simulated legislative session was the discussion of proposed ordinances. The delegates conducted the first reading of 41 filed ordinances, with eight approved to proceed to the third and final reading. The activity allowed young participants to experience how ideas are transformed into policies and how proposed solutions must respond to actual community concerns. This provides an important lesson in responsible governance: meaningful policies should begin with a clear understanding of the problems they aim to address.
