A Stronger Focus on School Safety
BOHOL - The Provincial Government of Bohol highlighted school safety and student violence prevention during the Joint Provincial Peace and Order Council and Provincial Anti-Drug Abuse Council meeting held on September 21, 2026, at the Ceremonial Hall. A proposed provincial school safety and student violence prevention program was presented by General Arthur Evangelista, placing emphasis on preparedness and preventive measures that can help schools and communities respond appropriately to potential threats.
Using the 4Ps Framework for Preparedness
A central part of the proposed program is the 4Ps Crisis Management Framework—Predict, Plan, Prepare, and Prevent. The framework focuses on recognizing warning signs and credible threats, establishing clear emergency roles and procedures, improving preparedness among students, teachers, parents, schools, and responders, and addressing factors that may contribute to violence. DILG-Bohol Provincial Director Johnjoan Mende commended the proposal and recommended its referral to the Special Action Committee for further development of a contingency plan.
Strengthening Coordination Across Bohol Communities
The meeting also included updates on peace and order, insurgency, anti-insurgency measures, and anti-drug abuse initiatives, including monitoring, advocacy, health promotion, and capacity-building activities. The school safety proposal forms part of broader efforts to strengthen coordination among government offices and community stakeholders. It also aligns with the Capitol’s Strategic Change Agenda and the province’s stated goal of building safe, resilient, and inclusive communities across the Bohol Island UNESCO Global Geopark.
