ILOILO CITY — A plastic bottle now buys 20 minutes of free internet connection at the Iloilo City Hall entrance. The local government officially launched the Eco‑nnect Bottle‑to‑WiFi Vendo on June 22, 2026, turning recyclable waste into digital access for employees and visitors alike.
A Vendo with a Green Purpose
The machine accepts one polyethylene terephthalate (PET) bottle per transaction. Once the bottle is deposited, the system instantly generates a voucher code good for 20 minutes of complimentary Wi‑Fi. The process is fully automated and requires no staff assistance.
Mayor Raisa Treñas said the initiative tackles two problems at once. It reduces the volume of discarded plastic bottles littering the city while providing limited but valuable internet connectivity. The machine sits right where citizens queue for permits and documents.
Turning Trash into a Connection
The vendo targets everyday users who often wait in long lines at city hall. Instead of idly scrolling through data plans, they can recycle a bottle and connect for free. Students researching, job seekers checking emails, and employees on short breaks all stand to benefit from the convenience.
Beyond convenience, the concept introduces a behavioral nudge. People who might otherwise toss a bottle into a regular bin now see its tangible, immediate value. The city hopes this micro‑incentive will cultivate a broader culture of recycling among Ilonggos.
Built In‑House by City Departments
Rather than outsourcing to a private vendor, Iloilo City developed the machine using its own technical resources. The Data Assessment and System Management Office (DASMO) handled the software and system architecture, ensuring the voucher generation and connectivity work smoothly.
The City General Services Office (GSO), together with the Technical Institute of Iloilo City (TIIC), took charge of the hardware fabrication. The result is a locally built prototype that showcases what government offices can produce when given the mandate and the trust to innovate.
A Prototype with Bigger Plans
Mayor Treñas described the unit as a working prototype. The city will monitor its performance, storage capacity, and public reception over the coming weeks. If the data supports expansion, similar machines will be deployed in public plazas, markets, and high‑traffic commercial districts across Iloilo.
Future versions of the incentive‑based machine may go beyond Wi‑Fi. The city is exploring configurations that dispense free dog food or animal feed in exchange for recyclable materials. The vision is a network of circular‑economy vending machines addressing multiple community needs.
