Cebu — A local-based fuel retailer Top Line Business Development Corp. is aggressively scaling its footprint across the regional transport sector by setting its sights on capturing roughly one-third of the local motorcycle taxi fuel market. Through its retail fuel subsidiary, Light Fuels Corp., the listed company recently sealed a strategic partnership with ride-hailing giant Angkas to provide exclusive fuel discounts and service perks to partner drivers. Announced following a formal PSE disclosure, the initiative aims to provide vital economic relief to high-frequency road users while boosting daily retail fuel volumes across Light Fuels stations.

Strategic Rationale and Projected Volume Growth

The partnership leverages a major portion of Cebu's structured transport sector, which operates under a 9,000-rider cap regulated by the Motorcycle Taxi Technical Working Group (TWG) across accredited operators. By integrating these drivers into its network, Top Line projects an unlock of up to 42,000 liters of liquid fuel sales daily. Top Line Chairman, President, and CEO Eugene Erik Lim emphasized that the move aligns with the company's broader objective of anchoring its brand within the daily routines of essential transport workers who keep the local economy moving.

Exclusive Discounts and Value-Added Rider Perks

Under the newly minted agreement, registered Angkas partner riders in Cebu are automatically enrolled in the Light Rewards Suki Program. Enrolled drivers are entitled to an immediate discount of P2.00 per liter on gasoline and P1.00 per liter on diesel purchases at designated Light Fuels stations. Beyond fuel savings, participants receive practical value-added perks, including one complimentary automatic motorwash every quarter and eligibility for the company’s grand raffle promotions. Angkas Head of Operations David Brian Medrana noted that these price cuts offer much-needed relief against recurring operational overheads, particularly amid recent global oil price volatility.

Expanding the Downstream Retail Footprint

This high-impact alliance serves as a cornerstone for Top Line's ongoing expansion of its downstream fuel network in the Visayas. By converting fleet operators and everyday drivers into repeat retail customers, the company is successfully driving foot traffic and brand loyalty across its service stations. As regional mobility demands continue to climb, corporate strategies that merge energy distribution with mass transport support demonstrate a sustainable model for capturing long-term market share.
