CEBU — Governor Pamela Baricuatro led a series of groundbreaking and turnover ceremonies in Barangay Panalipan on August 22, 2026, delivering key infrastructure projects to this northern municipality. The initiative focuses on expanding educational access and improving rural road connectivity.
Expanding Education with CNU Catmon Campus
A significant milestone was the groundbreaking for the new Cebu Normal University (CNU) Catmon Campus. The initial phase includes a one-unit, two-classroom building worth ₱2.49 million, bringing higher education closer to residents. This development is expected to reduce the need for students to travel far, encouraging more youth to pursue college degrees.
The presence of a university campus is a powerful catalyst for local real estate and economic activity. It attracts students who need housing, and faculty who may choose to live nearby. It also stimulates local businesses, from food establishments to boarding houses. The community is set to become a more vibrant hub with this educational anchor.
Paving the Way for Farmers
The provincial government also completed and turned over a farm-to-market road concreting project in Sitio Manlayag. The 160-meter-long, five-meter-wide road, costing ₱2 million, provides farmers with safer and more efficient transport for their produce. This improvement is crucial for reducing post-harvest losses and increasing farmer incomes.
Governor Baricuatro went a step further, committing an additional ₱2 million to extend the road by another 160 meters. This extension will further improve connectivity for upland farming communities, making it easier to access markets. These road projects are foundational to rural development, directly impacting productivity and quality of life.
Community Welfare and Resilience
Beyond education and roads, the governor also pledged to construct a covered court in Sitio Manlayag. This facility will serve dual purposes: a venue for socio-cultural activities and an evacuation center during calamities. The event also included the turnover of an industrial fan for the Panalipan Barangay Gym, improving comfort for local gatherings. These smaller amenities, combined with the larger infrastructure projects, demonstrate a comprehensive approach to public service.
