CEBU — More than 30,000 residents here have found relief from rising food costs through the city’s ₱20-per-kilo Rice Program. The initiative, a partnership with Food Terminal Incorporated (FTI) and the Department of Agriculture (DA), is bringing affordable rice directly to vulnerable communities.
A Program Built on Partnership
The program has deep roots, first launched on March 26, 2026, during a Kadiwa Pop-up Store at the City Hall Grounds. It initially focused on senior citizens and solo parents. The city government relaunched it on May 11 in partnership with FTI and the DA, expanding eligibility to include persons with disabilities, 4Ps beneficiaries, fisherfolk, and indigent residents.
The partnership allowed for a dual distribution strategy. FTI handled direct consumer sales, while the city government conducted its own barangay-level operations. This collaborative approach maximized reach and ensured the program could serve both central and remote areas.
A Growing Reach Across the City
As of July 8, 2026, the program has sold and distributed 7,414 sacks of rice over 84 days. FTI’s direct sales accounted for 4,414 sacks, benefiting 15,313 residents. The city’s own distribution added 3,000 sacks, serving 15,031 beneficiaries across 29 barangays over 29 days.
The city secured an additional ₱3 million from its General Fund to procure more rice. This allocation allowed the government to expand into mainland barangays and island communities, such as Olango Island. The goal was to bring the subsidized rice as close as possible to those who need it most.
A Commitment to Affordable Food
Mayor Cindi King-Chan described the program as a sincere effort to ensure ordinary Oponganons can buy quality, affordable rice. The initiative operates under the national Kadiwa ng Pangulo framework, designed to shield vulnerable households from inflation. It prioritizes basic food accessibility for low-income families.
Qualified beneficiaries may purchase up to 10 kilos of rice at ₱20 per kilo. This price point is significantly lower than commercial rates, providing immediate savings. The program not only addresses hunger but also restores dignity by allowing families to buy their own food at a fair price.
