DAVAO CITY — More than 60 percent of local government units across the Davao Region have begun implementing critical preparedness measures for the anticipated very strong El Niño. As of October 12, 2026, 67 percent of the region’s 49 LGUs have organized local task forces and prepared contingency plans for prolonged dry conditions.

Mobilizing Local Task Forces

Office of Civil Defense-Davao Regional Director Ednar Dayanghirang emphasized the need for local governments to assess community vulnerabilities before El Niño effects intensify. He urged municipalities to review water availability, agricultural production, and resident health conditions, citing Davao Oriental as a model for rolling out its contingency plan early.

The OCD’s role focuses on coordinating with local governments, monitoring preparations, and guiding officials in developing tailored measures. While the 67 percent figure shows proactive action, it does not guarantee that all local governments have secured sufficient water supplies or completed their comprehensive plans.

Filtration Systems and Water Safety

As part of the national response, Department of Social Welfare and Development Secretary Rex Gatchalian demonstrated a specialized water filtration kit. The device, described as a bucket fitted with a filtration system, aims to make stored water safer for drinking. Gatchalian confirmed that the Department of Health certified the device, verifying that the filtered output is potable.

This demonstration addresses growing public concerns about water quality and storage safety. Residents like Marissa Aguanta expressed hesitancy about drinking rainwater due to taste differences. Others, such as sari-sari store owner Grace Bautista, raised fears about stagnant water becoming breeding grounds for dengue-carrying mosquitoes. The filtration system offers a practical solution to these household-level anxieties.

Rainwater Harvesting and Public Debate

The regional preparations unfold amid public debate over President Ferdinand Marcos Jr.’s recommendation to collect rainwater in buckets. Critics argue the suggestion places too much responsibility on individual households, potentially overshadowing the government's duty to provide adequate water infrastructure. The Palace maintains that rainwater collection is just one component of a broader preparedness effort.

Director Dayanghirang defended the President’s recommendation, noting that his experience as a former governor likely informed his understanding of local-level challenges. Dayanghirang stressed that household preparedness must complement government planning, though rainwater collection alone cannot replace reliable water infrastructure or government assistance for severe shortages.

Pagasa Warning and Utility Advisories

The urgency of these measures is underscored by Pagasa’s warning that El Niño could strengthen into a very strong event between September and December 2026, persisting through early 2027. The state weather bureau anticipates below-normal rainfall, potentially leading to dry spells and drought across parts of the country.

In response, the Davao City Water District (DCWD) advised consumers to manage water consumption and consider supplementary storage. Spokesperson JC Duhaylungsod recommended installing storage tanks where feasible, or using covered containers like buckets and drums for families on a budget. She stressed the importance of keeping stored water covered and replacing it periodically to ensure safety.
