DAVAO — The Philippines is returning to large-scale government-funded mapping of its oil and gas basins after nearly four decades, and the Agusan-Davao Basin sits at the heart of the initiative. The Department of Energy is betting nearly ₱2.8 billion on new geophysical data to lure explorers back to promising areas.
A Historic Return to Forgotten Basins
DOE Undersecretary Alessandro Sales described the Philippine Gradiometry and Seismic Survey Project as a milestone after decades of neglect. The last comparable government data-acquisition campaign was undertaken in the 1980s with World Bank financing. He called the selected areas "forgotten" basins that could matter greatly to the country's future.
The project will cover approximately 120,000 square kilometers across the Agusan-Davao and Visayan basins. An initial 40,000 square kilometers in the Agusan-Davao Basin will be surveyed in 2026 before expanding to another 80,000 square kilometers in the Visayan Basin in 2027. The two basins were chosen because earlier studies indicated they were gas-prone.
Massive Investment Potential for Davao
The government has programmed ₱2.789 billion for the undertaking. The DOE estimates the project could generate a 602-percent return on investment by reducing exploration risks and encouraging private companies to bid for petroleum service contracts.
The entire survey area could accommodate as many as 120 individual exploration service contracts. Development of only 10 percent of that potential could attract around ₱16.8 billion in private investment, even before accounting for commercial discoveries. This capital influx would directly benefit local supply chains, ports, and infrastructure across the Davao Region.
Senator Pia Cayetano, who presided over the budget hearing, noted that petroleum companies shoulder substantial upfront costs without guarantees. She said the government investment was significant because it would provide better information before investors commit large amounts of capital.
Jobs and Economic Activity for Mindanao
Initial mapping and subsequent exploration will require local technical support, logistics, maritime operations, equipment supply, and service sector hosting. These activities open employment and contracting opportunities for Davao workers and businesses. The ripple effects would reach multiple industries across the region.
Sales said discovering viable natural gas in the basin would give Mindanao a domestic fuel source. This could insulate local power grids from volatile imported fuel prices and support cleaner energy transition goals. Lower electricity costs would benefit households and commercial enterprises throughout Davao.
The Philippine Energy Plan 2023-2050 identifies the survey as a means of obtaining new data on underexplored sedimentary basins. Improved understanding of petroleum potential could lead to new oil and gas fields. The DOE sees indigenous gas as a way to reduce reliance on imported fuel.
Balancing Growth with Environmental Care
As survey and prospective drilling activities draw nearer, local government units and coastal communities will play a crucial role in monitoring environmental impact assessments. Balancing economic growth with resource protection remains a priority. The region transitions from a forgotten basin into a focal point for national energy self-sufficiency.
The survey forms part of the DOE's proposed ₱5.58-billion budget for 2027. Lawmakers expressed support for the initiative, recognizing its potential to strengthen the country's energy security. The project signals a renewed commitment to exploring the nation's own resources.
