TACLOBAN CITY — To connect high-level regional frameworks directly with grassroots disaster preparedness, the Philippine Information Agency (PIA) Region 8 is spearheading the "ASEAN Forum: Building Resilient Communities from Early Warning to Recovery." The initiative brings together community leaders, information officers, and disaster management stakeholders to translate Southeast Asian regional partnerships into concrete, lifesaving measures for local communities exposed to natural hazards.
Connecting Regional Frameworks to Local Realities
Anchored on the priorities of the Philippines’ 2026 ASEAN Chairship, the regional forum highlights the vital chain of disaster management: effective early warning systems, rapid response coordination, and structured community recovery. In Eastern Visayas—a region routinely navigating severe typhoons, heavy monsoon flooding, and landslide risks—the initiative bridges international cooperative agreements with local disaster risk reduction realities, ensuring technical knowledge directly serves vulnerable households.
Empowering Grassroots Action Through Information
PIA Eastern Visayas Regional Head Reyan L. Arinto stressed that demystifying ASEAN cooperation is essential to making regional diplomacy meaningful to daily life. Arinto emphasized that reliable, easily understood communication forms the foundation of every effective disaster mitigation strategy.
“Resilience is not just about recovering from a disaster. It starts with preparation before the danger even arrives, and the first step is the right information,” Arinto stated. “A timely warning can save a life. A clear message can save a family. And information understood by the community can prompt the right action.”
A Shared Duty for Regional Preparedness
As the Philippines leads ASEAN initiatives throughout 2026, the forum reinforces the principle that disaster readiness requires active multi-sectoral collaboration across local government units, civil society organizations, and local residents. By fostering cross-border knowledge exchanges and upgrading early warning communication channels, the program reinforces regional solidarity while equipping Eastern Visayas communities to withstand environmental shocks and safeguard local livelihoods.
