The Training on Trainers (TOT) of Empowering Inclusive Community graduation took place on June 25, 2026, at the Carmona Community Center in Cabilang Baybay, Carmona City, Cavite, marking a significant step forward in the province's commitment to building a more inclusive and empowered society for all residents.
A Graduation Rooted in the Province's Commitment to Inclusion
The graduation ceremony held at the Carmona Community Center underscores the province's ongoing dedication to fostering an environment where every Caviteño, regardless of background or ability, has the opportunity to contribute to and benefit from community development. The Provincial Government of Cavite, through various offices, has consistently championed initiatives that empower marginalized sectors, a commitment highlighted by the "Empowering Inclusive Community" TOT program. This program was designed to develop a pool of skilled trainers who can cascade knowledge and practices related to inclusion and accessibility across different communities in the province.
The choice of the Carmona Community Center as the venue is fitting, as it has served as a hub for various training and empowerment activities throughout the year. In October 2025, the Persons with Disability Affairs Office (PDAO) of Carmona conducted a Sustainable Livelihood Training at the same center, focusing on integrated farming systems and livestock to provide livelihood opportunities for parents of KALINGYAKAP beneficiaries . Earlier in 2025, the center also hosted a two-day seminar training for DepEd and Special Education (SNED) teachers on creating inclusive classrooms and mastering accommodation and modification techniques for learners under the Comprehensive Approach, Responsive Education, and Rehabilitation (CARER) Program . These concurrent efforts demonstrate Cavite's holistic approach to inclusion, spanning education, livelihood, and community leadership.
A Broader Ecosystem of Training and Support for Caviteños
The TOT graduation is one of many capacity-building efforts spearheaded by the provincial government that directly benefit various sectors within Cavite. The Provincial Government, through the Office of the Provincial Cooperative Development Officer (OPCDO), successfully held a Livelihood On-the-Go (LOG) training in September 2025 for out-of-school youth (OSY), solo parents, and persons with disabilities (PWDs). The session equipped 60 participants with practical baking skills for micro-entrepreneurial ventures, underscoring the government's commitment to building inclusive opportunities and strengthening community empowerment .
This inclusive approach is a consistent theme in the province's development strategy. In May 2024, the Office of the Provincial Persons with Disability Affairs Officer collaborated with the Office of the Provincial Cooperatives Development Officer to organize a Leadership Training for Registered Disability Organizations and Parents Support Groups. The event, held in Trece Martires City, brought together 71 participants from organizations like the Persons with Disability Organization Carmona, Cavite Inc. (PDOCCI) and the Down Syndrome Parents Support Group Carmona, Cavite, Inc. (DSYNPESO) . These ongoing initiatives reflect a well-coordinated effort to equip community leaders with the skills needed to foster sustainable and inclusive growth from the grassroots level.
