The DICT review, conducted under the Oplan Bantay Signal program, highlighted Converge's top-tier performance across key metrics. The company recorded an optimal average latency of 10.67 ms, making it suitable for real-time applications like video conferencing and online gaming . DICT Secretary Henry Aguda noted that Converge's performance "sets the national benchmark for fixed broadband excellence," adding that the company demonstrates fiber infrastructure can deliver consistent, high-quality service across diverse geographic conditions . Despite the positive results, both DICT and Converge leadership identified specific areas requiring further infrastructure upgrades, focusing on eliminating intermittent connectivity and improving network reliability across all regions.
Oplan Bantay Signal and Customer Empowerment
The Oplan Bantay Signal program empowers Filipinos to monitor and report internet service quality, with data turned into government action . Since December 2025, the DICT has received over 558,000 speed test submissions from the public . Citizens are encouraged to test their internet speeds using the Ookla Speedtest app and submit results via [email protected] . The DICT uses this data to identify areas with weak signals or congestion and ensures that telcos act on evidence-based improvements .
