DAVAO — The Regional Development Council XI has approved a P346.02-billion Annual Investment Program for 2028, covering 4,568 programs and projects across infrastructure, social services, agriculture, and health. The approval was made during the council's third-quarter meeting on September 10, 2026.

A Comprehensive Investment Blueprint

The investment plan was submitted by 47 national government agencies and state universities and colleges. It represents the annual slice of the Davao Regional Development Investment Program for 2023-2028 and will guide government budget proposals for the fiscal year ahead.

Infrastructure development accounts for P190.58 billion, or 55 percent of the total. Social development follows with P137.51 billion at 40 percent. Development administration receives P9.97 billion, while economic development gets P7.77 billion. The scale reflects the region's push to improve transport connectivity and logistics.

Provincial and Agency Allocations

Davao del Norte has the largest province-specific target at P82.61 billion, followed by Davao City at P57.21 billion and Davao de Oro at P42.50 billion. Davao Oriental accounts for P33.11 billion, while Davao del Sur and Davao Occidental contribute 6 and 3 percent respectively. Regionwide projects cover about P100 billion across 856 PAPs.

Among agencies, the Department of Public Works and Highways leads with P98.68 billion, or 29 percent. The Department of Education follows with P87.18 billion, while the Department of Transportation has P81.69 billion. The University of Southeastern Philippines tops state universities with P8.02 billion.

Priority Projects for Implementation

Key projects include an alternate road connecting Panabo City and Davao City, the Balut Island Port in Davao Occidental, and the Linoan Small Reservoir Irrigation Project in Montevista. Other initiatives cover agricultural border control facilities, sewage treatment at the Regional Government Center, and regional public health laboratories.

The program also funds a rehabilitation center for girls in conflict with the law, foreshore mapping in 12 coastal barangays, and classroom construction in Davao Occidental. These projects aim to address development gaps and improve access to essential services.

Economic Backdrop and Leadership Endorsement

Davao Region's economy reached P1.14 trillion in 2025, posting 5.1 percent growth. Services accounted for 62.1 percent of the regional economy. The Davao Regional Development Plan envisions the region becoming an international logistics hub for Mindanao.

RDC Chairperson and Davao del Norte Governor Edwin Jubahib said the endorsement sends a unified call to prioritize these projects for funding. DEPDev Regional Director Priscilla Sonido noted the AIP underwent consultations between agencies and local governments to ensure responsiveness to local needs.
