BUTUAN CITY — The Department of Environment and Natural Resources (DENR) is rolling out its mobile permitting hub at Robinsons Place Butuan on July 27 and 28, offering local businesses a streamlined path to securing environmental clearances without the usual bureaucratic delays. The two days event, running from 10:00 AM to 5:00 PM at the mall’s Main Atrium, is part of a nationwide initiative designed to cut red tape and bring government services directly to entrepreneurs, business owners, and project proponents. For micro, small, and medium enterprises (MSMEs) in Butuan and Agusan del Norte, this means faster access to permits that often stand between a business idea and its realization.
Faster Processing, Lower Costs, Fewer Trips
Under the DENR Express program, applicants can receive on-the-spot technical assistance and document validation, significantly reducing the time and cost of compliance. The initiative has already demonstrated remarkable efficiency gains nationwide: Pollution Control Officer (PCO) Accreditation, which typically takes 14 days, can now be processed in just two days. Hazardous Waste Generator IDs have been cut from seven days to two. For business owners who previously had to take time off work, travel to regional offices, and make multiple costly trips due to incomplete requirements, this is a game-changer. “With the high prices of fuel, it's better for the services of the government to be brought closer to the areas where the people can avail of the services directly,” said one beneficiary.
One-Stop Shop for Environmental Compliance
The DENR Express hub consolidates services from three key agencies under one roof. The DENR office will handle chainsaw registration, land classification certificates, and legal consultations, while the Environmental Management Bureau (EMB) processes Environmental Compliance Certificates (ECC), Certificates of Non-Coverage (CNC), Permits to Operate (PTO), Wastewater Discharge Permits, Hazardous Waste Generator IDs, and PCO Accreditation. The Mines and Geosciences Bureau (MGB) will offer geohazard certification and assistance with mining-related applications. By making these services accessible in a single location, the program simplifies the permitting process and helps businesses stay compliant with environmental laws.

The DENR Express program directly supports MSMEs, which often face the greatest barriers to accessing environmental permits. Since its launch in April 2026, the initiative has assisted over 5,700 clients nationwide and processed more than 1,500 permits and clearances. The most commonly issued documents, Certificates of Non-Coverage, PCO Accreditations, and Hazardous Waste Generator IDs, reflect the high demand for streamlined environmental compliance among small businesses. By reducing travel time, cutting costs, and providing face-to-face technical assistance, the DENR Express helps businesses start operations sooner, avoid costly delays, and contribute more effectively to the local economy.
