ILOILO — The University of the Philippines Visayas has officially filed a petition with the National Commission for Culture and the Arts to declare its Main Building a National Cultural Treasure. Currently operating as the Museum of Art and Cultural Heritage, it formerly served as the historic Old Iloilo City Hall.

A Bid for National Recognition

This significant petition aims to secure the highest recognition for a structure that embodies the region's rich historical and cultural identity. The public is highly encouraged to participate by submitting their comments and positions regarding the matter to the NCCA before the strict deadline on November 5, 2026.

A Masterpiece of Architectural Heritage

The petition outlines four main grounds for the declaration, placing immense emphasis on the building's historical value. It has witnessed pivotal moments that elevate its significance far beyond local history, serving as a silent witness to the region's evolving civic and political landscape over the decades.

Architecturally, the Main Building is a rare surviving example of pre-war provincial civic architecture directly attributable to the renowned architect Arellano. It stands substantially intact today, gracefully showcasing an elegant and enduring fusion of Neoclassical, Revivalist, Art Deco, and distinct Filipino traditions.

Aesthetic Brilliance and Social Legacy

The structure's aesthetic significance is beautifully highlighted by its grand central dome, graceful arched windows, spacious patios, and high ceilings. These brilliant tropical design features not only provided necessary comfort but also established a majestic visual presence that continues to captivate visitors and locals alike.

Furthermore, its profound social significance stems from its long-standing role as a center of governance, public memory, and higher education. Transitioning from the Old Iloilo City Hall to a premier museum, the building remains a vibrant hub for learning, cultural appreciation, and community identity.

Preserving the Past for Future Generations

Under Republic Act No. 11961, a National Cultural Treasure is defined as a unique cultural property possessing outstanding historical, cultural, artistic, and scientific value. Securing this prestigious title would provide the highest level of legal protection, ensuring the building's meticulous preservation for future generations to enjoy.

This proactive heritage conservation effort strongly enhances Iloilo City's appeal as a premier cultural tourism destination. By safeguarding architectural landmarks, the local government and academic institutions are actively promoting sustainable tourism, driving economic activity, and fostering deep civic pride.

As the deadline for public comments approaches, heritage advocates hope for overwhelming support from the community. The preservation of such iconic landmarks is crucial for maintaining the unique character of the city.
