PHILIPPINES — Pag-IBIG Fund has signed a new agreement with Avida Land Corp. and Amaia Land Corp., the residential brands of Ayala Land Inc., to open more affordable homeownership pathways. The partnership, inked on August 12, 2026, directly supports President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay Program.

A Milestone for Filipino Homebuyers

The agreement will allow qualified Pag-IBIG members to finance select Avida and Amaia homes using housing loans of up to ₱10 million. This higher ceiling gives middle-income workers the flexibility to choose properties that suit their needs without being forced into high-interest commercial bank loans. It is a significant shift that brings premium, master-planned communities within reach of ordinary employees.

The partnership also covers the streamlined accreditation of identified Avida and Amaia projects under the Expanded 4PH Program. Developer-assisted loan processing will reduce the paperwork burden on buyers and speed up loan approvals. The goal is simple: faster processing means faster turnover of quality homes.

Affordable Rates That Fit Every Budget

Pag-IBIG Fund has structured three promotional interest rate tiers to make monthly payments manageable. Socialized housing borrowers can avail of a heavily subsidized 3 percent annual rate. Those purchasing homes above the socialized ceiling may qualify for promotional rates of 4.5 percent or 5.75 percent, depending on the loan amount.

These rates are significantly lower than standard commercial bank lending rates. The tiers are designed to ensure that no matter the price point, there is an affordable financing option available. This approach protects Filipino workers from the burden of high amortizations while allowing them to invest in long-term assets.

Leadership and Collaboration

Pag-IBIG Fund CEO Marilene C. Acosta, Avida Land President Raquel S. Cruz, and Amaia Land Vice President Aris C. Gonzales signed the agreement. DHSUD Secretary Jose Ramon P. Aliling and Ayala Land President and CEO Meean B. Dy served as official witnesses, underscoring the high-level commitment to the initiative.

The agreement is part of continuing efforts by DHSUD and Pag-IBIG to strengthen collaboration with leading private developers. By connecting more housing developments with affordable public financing, the government aims to address the country’s housing backlog. The partnership demonstrates how public and private sectors can work together to deliver real solutions.
