TULCEA, Romania — Department of Migrant Workers (DMW) Secretary Hans Leo J. Cacdac personally met with more than 200 Filipino workers at VARD Shipyards Romania S.A. on August 4, 2026. The visit was a direct check on the welfare of skilled OFWs and a reaffirmation of the government’s commitment to protecting every overseas Filipino.
A High‑Level Visit to Skilled Workers
Cacdac led a Philippine delegation to the shipyard in Tulcea, a key industrial hub along the Danube River. He was joined by Ambassador Noel E. Servigon, OWWA Administrator Patricia Yvonne Caunan, and other senior officials. The group came to listen, inspect, and ensure that the Filipinos working here are safe and supported.
The 200‑plus OFWs are employed as pipe fitters, steel fitters, and welders—trades that are in high demand in Romania’s expanding shipbuilding industry. Their hands help build complex vessels, contributing to both the host country’s economy and their families back home. The secretary thanked VARD Shipyards for its continued partnership in providing opportunities.

During a town hall meeting, the workers openly discussed employment terms, welfare issues, and their daily challenges. Cacdac assured them that every concern would be promptly acted upon through close coordination with the Philippine Embassy, OWWA, and the shipyard management. “The protection of every overseas Filipino worker remains our highest priority,” he told the crowd.
