The SubayBAYANI Awards, established in 2021 by the DILG, honor LGUs excelling in participatory governance, citizen engagement, and transparency in local infrastructure management . Angeles City has a history of SubayBAYANI excellence, having previously been named a top overall performer in 2023 and a regional top performer in 2025 . This validation underscores Mayor Carmelo "Jon" Lazatin II's administration's commitment to transparency and citizen-focused development.
