Cebu — In a decisive move to combat the growing number of human immunodeficiency virus (HIV) cases, the Cebu Provincial Board has officially approved a resolution calling for intensified monitoring and strengthened health interventions. The measure, authored by Board Member Dason Lorenz Lagon and approved on July 6, 2026, mandates closer cooperation between the Department of Health (DOH) 7 and the Integrated Provincial Health Office to safeguard public health across the island.
Addressing the Rising Health Challenge
The resolution highlights critical data from medical experts showing 954 confirmed HIV cases across Cebu Island, a figure that includes reports from the highly urbanized cities of Cebu, Mandaue, and Lapu-Lapu. Within Cebu Province specifically, 319 individuals have tested positive for the virus. Officials identified male-to-male sexual contact as the leading mode of transmission, accounting for 629 of the recorded cases. Invoking the general welfare mandate under the Local Government Code of 1991, the Board emphasized the urgent need for a coordinated response to curb the spread of the infection and protect the province’s residents.
Focusing on the Youth and Education
Health officials are increasingly concerned about the prevalence of the virus among the younger population. Data presented by Board Member Stanley Caminero, vice chairperson of the Provincial HIV/AIDS Multisectoral Council, revealed that over 70 percent of cases involve individuals aged 15 to 34. In response, the newly formed Provincial HIV/AIDS Multisectoral Council is planning to collaborate with the Department of Education to strengthen comprehensive sex education in schools. By providing educational institutions with age- and gender-specific data, the Council aims to tailor prevention efforts and destigmatize regular HIV testing among the youth.
Strengthening Treatment and Support Systems
In direct response to these concerns, the DOH Central Visayas announced on July 17, 2026, the procurement of nearly one million tablets of the recommended first-line antiretroviral therapy (TLD). This medication is vital for patients to maintain an undetectable viral load, significantly improving their health outcomes and preventing further transmission. Furthermore, the province is working to normalize HIV testing by integrating it into routine health services, aiming to make detection more accessible while reducing social stigma.
