CARCAR CITY — The Department of Science and Technology Central Visayas is exploring a strategic partnership with the Ramon Aboitiz Foundation, Inc. and the Carcar City LGU. The collaboration aims to transform Carcar into a Smart and Sustainable Community, focusing on a greener and more resilient future for its residents.

A Unified Push for Sustainability

During the recent Lunhaw Carcar Convergence 2026 at The Kabilin Center, various government agencies and private organizations gathered. LUNHAW CARCAR stands for a community-driven initiative promoting unity, environmental stewardship, and sustained action for a greener Carcar City.

This convergence provides a vital platform for local leaders to align their visions. By bringing together diverse development partners, the city hopes to create a holistic approach that balances ecological preservation with necessary economic progress and community well-being.

Eight Priority Programs in Focus

The convergence featured eight priority programs spanning forest rehabilitation, sustainable livelihoods, solid waste management, water security, environmental awareness, and community capacity development. These comprehensive initiatives are designed to address pressing ecological challenges while directly uplifting local communities.

DOST Central Visayas plans to strengthen these initiatives through its Smart and Sustainable Communities Program. By introducing science-based planning, appropriate technologies, and research partnerships, the agency ensures that local projects are grounded in data, innovation, and long-term viability.

This integration of science and local governance is crucial for addressing complex environmental issues. By fostering a culture of evidence-based decision-making, the city can implement more effective policies that directly improve the quality of life for Carcar residents and surrounding communities.

Technology for Water Security and Resilience

A key potential intervention is the Water Security Assessment Tool, which helps identify critical gaps and priority solutions for water management. This science-driven approach ensures that interventions for environmental protection and sustainable livelihoods are both practical and highly effective for the city.

As RAFI's pilot LGU under the Greener Cebu initiative, Carcar City presents a unique opportunity to demonstrate multi-sectoral collaboration. It highlights how the government, private sector, academe, and local communities can work hand-in-hand toward sustainable local development and environmental protection.

From Plans to Concrete Action

The primary goal is to transform plans into tangible actions and measurable outcomes. Moving forward, DOST, RAFI, and the LGU will pursue further technical discussions to identify priority Science, Technology, and Innovation interventions under the program.

By leveraging technology and community engagement, Carcar City is positioning itself as a model for climate resilience. The partnership underscores the vital role of science and multi-stakeholder cooperation in building a safer, greener, and more prosperous community for future generations to thrive.
