CEBU CITY — Cebu Province's efforts to improve healthcare access received a significant
boost from the Philippine Charity Sweepstakes Office, which provided patient transport vehicles, medical equipment, and financial assistance to provincial hospitals. The support was highlighted during the PCSO Charity Summit on Thursday.

A Boost for Provincial Health Care

Representing Governor Pamela Baricuatro, Capitol Piso Health consultant Dr. Nikki Baricuatro Catalan-Viscayno shared the provincial government's experience over the past year at the summit. She outlined how PCSO assistance addressed the needs of government-run hospitals and communities across Cebu.

"Daghang salamat to the Philippine Charity Sweepstakes Office, GM Mel Robles, and the PCSO team for supporting Cebu," Catalan-Viscayno said. "These resources help bring care closer to our communities and strengthen our hospitals' ability to serve." Her words underscored the impact of the partnership on local health services.

Patient Transport Vehicles Distributed

PCSO turned over 11 patient transport vehicles in the last quarter of 2025. These were distributed to Mandaue City, Naga City, Lapu-Lapu City, Asturias, Alegria, Consolacion, Madridejos, Tabogon, Tuburan, Poro, and San Francisco in the Camotes Islands. The vehicles enhance emergency response and patient transfer capabilities across the province.

Each vehicle allows hospitals to reach remote barangays faster and transport patients safely to facilities offering specialized care. For island municipalities like Poro and San Francisco, the transport vehicles bridge geographic barriers that often delay critical treatment. The distribution reflects a targeted approach to addressing gaps in emergency medical services.

Equipment for Quake-Affected Hospitals

PCSO also provided portable X-ray and ultrasound equipment to hospitals affected by the earthquake. Recipients included Cebu Provincial Hospital in Bogo City and Danao City, as well as hospitals in Sogod and Daanbantayan. These portable devices allow medical staff to conduct diagnostic procedures even when main equipment is unavailable or damaged.

The equipment supports faster diagnosis and treatment, particularly in disaster-affected areas where infrastructure may be compromised. Portable units can be moved between wards, emergency rooms, and evacuation centers, ensuring continuity of care during crises. This flexibility is vital in a province regularly exposed to natural hazards.

Financial Aid for Zero Balance Billing

Cebu Provincial Hospital-Balamban received ₱5 million to support the implementation of zero balance billing. The program aims to ease the financial burden on patients and their families by covering remaining hospital expenses not paid by PhilHealth or other sources. It ensures that indigent patients can receive care without incurring debt.

Zero balance billing is a key component of Universal Health Care, and the PCSO grant strengthens the hospital's capacity to serve the poor. By removing financial barriers, the program encourages early consultation and prevents patients from delaying treatment due to cost concerns. The funding directly benefits vulnerable families across Cebu.

Strengthening Community Care

Catalan-Viscayno noted that the assistance improved hospitals' capacity to provide medical services and expanded access to care, especially in communities affected by disasters. The combined support—vehicles, equipment, and funding—addresses immediate operational needs while building long-term resilience.

The provincial government continues to prioritize health investments under Governor Baricuatro's administration. Partnerships with agencies like PCSO demonstrate how national and local efforts can converge to deliver tangible benefits. For Cebuanos, the result is a healthcare system that is more responsive, more accessible, and better equipped to serve every patient.
