Davao — The Island Garden City of Samal (IGACOS) is aggressively accelerating its preparations to ensure the city is fully equipped for the transformative impact of the Samal Island-Davao City Connector (SIDC) Project, also known as the DavSam Bridge. As construction of the 4.76-kilometer, four-lane extradosed bridge continues to advance—surpassing the 60% completion mark as of June 2026—the local government is taking proactive steps to align its infrastructure, public services, and economic policies with the expected surge in connectivity.

Strategic Planning for a Connected Future

Under the leadership of Mayor Lemuel T. Reyes, the city government recently convened a five-day target-setting and evaluation workshop titled "Bridge-Ready Samal". This initiative brought together department heads and district deputies to conduct a comprehensive assessment of the city's readiness across vital sectors, including local economic development, traffic and transport management, peace and order, and disaster preparedness. By reviewing accomplishments from the first half of 2026 and identifying key challenges, the city aims to streamline its business processes and improve essential services to better handle the anticipated rise in population movement, tourism, and commercial investments once the bridge opens to the public.

Balancing Modernization with Preservation

While the SIDC project promises to reduce travel time between Samal and Davao City to just five minutes—a massive improvement over the current 30- to 50-minute ferry commute—the city remains committed to protecting its natural environment. The "Bridge-Ready Samal" framework emphasizes sustainable and inclusive development, ensuring that the island’s unique identity and ecosystems are safeguarded amidst rapid modernization. Local officials are working to integrate environmental protection into their long-term growth plans, recognizing that the bridge serves not only as a physical link but as a vital catalyst for the island's long-term economic resilience and regional integration.

Project Status and Long-Term Outlook

Despite facing some budget constraints and legal challenges, the Department of Public Works and Highways (DPWH) has confirmed that construction remains ahead of schedule, with a target completion date set for the first quarter of 2028. The project, funded through Official Development Assistance (ODA), is viewed as a hallmark of infrastructure development in Mindanao, designed to spur trade, tourism, and overall quality of life for the people of Samal. As the 73-meter-high pylons continue to reshape the Davao Gulf skyline, the IGACOS government continues to lay the groundwork for a transition into a more connected future, ensuring that the city is not merely waiting for the bridge's completion, but actively building a foundation for shared prosperity.
