The Cavite Industrial Area - Flood Risk Management Project (CIA-FRIMP) is a collaborative initiative between the Provincial Government, the Department of Public Works and Highways (DPWH), and the Japan International Cooperation Agency (JICA). It is designed to mitigate flooding in highly urbanized and industrial zones that lead to Manila Bay. Funded under a loan agreement with JICA and recently increased to PHP22.037 billion, the project is scheduled for full completion by 2029.

Major Structural Components and Progress

The project is being implemented through multiple contract packages, each targeting specific river systems:

  • San Juan Diversion Channel & Maalimango Drainage (CP-1): 27.21% complete. This includes the San Juan Diversion Channel, which is designed to divert floodwaters from the San Juan River and its tributaries.

  • Rio Grande River Improvement (CP-2): 22.60% complete. This covers 3.6 kilometers of river improvement.

  • Ylang-Ylang River Improvement (CP-3): 33.89% complete. This covers 2.6 kilometers of river improvement.

  • Maalimango Creek Improvement (CP-4): 54.98% complete.

  • Resettlement Program (CP-5): 95.81% complete, ensuring affected families are relocated to safe, developed communities.

Collaborative Oversight and Community Impact

The project is managed through a Local Inter-Agency Committee (LIAC) composed of representatives from the DPWH, the Presidential Commission for the Urban Poor (PCUP), and the provincial and local governments of Cavite, including Noveleta Mayor Davey Chua and DPWH Senior Undersecretary Emil Sadain, who have conducted site inspections to ensure the project's quality and integrity.

Beneficiaries include the cities of Bacoor, Imus, and General Trias, alongside the municipalities of Kawit, Noveleta, Rosario, and Tanza. Mayor Davey Chua noted that the completed flood control facilities have already played a vital role in managing river water flow and have decreased flooding in low-lying barangays.
