Davao — The dedicated members of the Guide Davao Association, long-standing ambassadors of Davao City’s vibrant culture and breathtaking natural wonders, are taking a bold step toward a more sustainable future. Recognizing the evolving needs of the tourism industry, the association has proposed a Tour Boat Project designed to provide consistent income opportunities for its members while enhancing the visitor experience. To transform this vision into a reality, fifteen members of the association met with the Department of Labor and Employment (DOLE) XI – Davao City Field Office on May 29, 2026, for a comprehensive orientation on government support mechanisms and sustainable enterprise development.
Empowering Ambassadors of Local Tourism
For years, the members of the Guide Davao Association have been at the forefront of the city’s tourism sector, guiding countless visitors through its diverse landscapes and rich heritage sites. Understanding that professional growth requires more than just passion, the association is now shifting its focus toward collective entrepreneurship. By proposing the Tour Boat Project, the group aims to create a business model that not only capitalizes on the region’s growing popularity but also ensures that the benefits of tourism are shared directly among its members. The DOLE orientation provided the essential knowledge needed to navigate the DILP application process, turning their organizational aspirations into a concrete roadmap for business viability.
Integrating Livelihood with Social Security
The partnership with DOLE extends beyond mere financial grants; it emphasizes the importance of holistic social protection for workers in the informal sector. During the May 2026 session, members were introduced to the PhilHealth YAKAP Program, specifically the YAKAP Consulta Package, which provides critical healthcare access to beneficiaries. By combining livelihood development with social safety nets, DOLE and the association are building a resilient organizational structure that can withstand economic fluctuations. This comprehensive approach ensures that while the guides work to build their Tour Boat enterprise, they are also safeguarding their own health and well-being, effectively making their community more secure and economically stable.
Driving Broader Economic Impacts
The ripple effects of the Guide Davao Association’s proposed project are expected to reach far beyond their immediate membership. By enhancing the quality of guided tour experiences in Davao’s waterways, the initiative is set to stimulate demand for a wide array of local enterprises, including restaurants, souvenir shops, and transportation providers. This convergence of tourism and local commerce is a key pillar of DOLE’s inclusive growth agenda, proving that when workers' organizations are empowered with the right resources, they become catalysts for wider community development. As the association continues to chart its course, the collaboration stands as a model for how grassroots organizations can successfully professionalize their services while contributing to the sustainable development of the local tourism economy.
