ILOILO — Homeowners’ associations across Iloilo City now have a dedicated place to address their concerns and needs. The city government has established a Homeowners’ Association Affairs Office under the Iloilo City Local Housing Office (ICLHO), streamlining support for both public relocation sites and private subdivisions.
A New Chapter for HOAs
The office was created through Executive Order No. 072, Series of 2025, signed by Mayor Raisa S. Treñas. It designates the ICLHO to oversee and perform the official functions of the HOA Affairs Office. This action ensures that homeowner groups have a direct line to city assistance without navigating multiple departments.
Atty. Peter Millare, head of the ICLHO, explained that the initiative is part of broader reforms to make services faster and more convenient. The office serves as a centralized hub for HOA governance and operations. It aims to address the administrative and legal challenges that often burden community associations.
Supporting Private and Public Communities
The HOA Affairs Office is open to both public and private homeowners’ associations. Currently, 63 organized HOAs exist across Iloilo City’s relocation sites. Additionally, 15 organized private HOAs are eligible to avail themselves of the office’s services. This dual focus ensures that all residents benefit from improved oversight and support.
One of the office’s key functions is assisting private HOAs with the donation of roads and common spaces to the city government. Eight private HOAs have already been served and assisted regarding this matter. This process allows the city to legally maintain subdivision roads and public facilities.
A Key to Stronger Communities
The new office will also help the city systematically monitor the reportorial requirements of HOAs. This includes compliance with the Department of Human Settlements and Urban Development (DHSUD) and the Bureau of Internal Revenue (BIR). Streamlining these filings helps HOAs maintain good legal standing and access further government support.
Beyond regulatory compliance, the office will promote community empowerment. It will support leadership training and organizational development for HOA officers. This capacity building is essential for creating self-sustaining and well-managed communities.

The establishment of the HOA Affairs Office directly supports the city’s PASILONG Housing Program. PASILONG goes beyond constructing homes by implementing inclusive programs for residents. Livelihood opportunities and training initiatives are now more accessible to families in relocation sites and housing projects.
The initiative reflects a comprehensive approach to urban development. By strengthening the institutions that govern communities, Iloilo City is building a foundation for long-term stability. The new office is a tangible investment in the quality of life for all Ilonggos.
