ILOILO CITY — A transformative infrastructure project is taking shape in Western Visayas as the Iloilo-Capiz-Aklan Expressway (ICAEX) moves closer to reality. The proposed 210-kilometer controlled-access expressway promises to slash travel times, ease congestion, and unlock new tourism and economic opportunities across Panay Island.
A Vision of Seamless Connectivity
The ICAEX is designed as a four-lane expressway featuring elevated roadways, viaducts, a tunnel, and a long-span bridge. It will traverse two cities and 20 municipalities across the provinces of Aklan, Capiz, and Iloilo. The project represents a bold step toward integrating the region's economic and cultural centers into a single, efficient network.
The expressway's main entry point in Iloilo will be in Barangay M.V. Hechanova in Leganes. This location is strategically near the proposed Panay-Guimaras Bridge approach, linking the expressway to the larger Panay-Guimaras-Negros Island Bridges Project. The integration will allow seamless travel from Guimaras and Negros into the heart of Panay.
Reducing Travel Time and Congestion
One of the primary objectives of ICAEX is to dramatically reduce travel time between Aklan, Capiz, and Iloilo. Currently, travelers must navigate congested national roads and pass through busy Poblacion areas. The expressway will bypass these chokepoints, creating a faster and more reliable route for commuters and businesses.

The project's estimated cost has yet to be determined, reflecting the complexity of the undertaking. Once the feasibility studies are complete, the government will seek funding sources and private sector partners.
