The City Government of Bacoor, in partnership with DSWD Region IV-A and the City Social Welfare and Development Office (CSWD), held the "Tara Basa" Payout Ceremony on July 27, 2026, at the S.T.R.I.K.E. Gymnasium . The activity served as the distribution of stipends and honoraria to qualified tutors, Youth Development Workers, and parent participants who successfully completed the program's activities.
A Program That Benefits College Students, Young Learners, and Parents
Under the initiative, college students from low-income families served as learning guides and tutors for elementary students struggling with reading, while parent participants were recognized for their important role in supporting and guiding their children's learning at home . In exchange for rendering tutorial service to elementary students and their parents for 20 days, these tutors and Youth Development Workers received cash-for-work based on the prevailing regional wage rate . Since its launch in 2023, the program has deployed nearly 35,000 college students as tutors and youth development workers nationwide .
Mayor Strike B. Revilla led the distribution, together with personnel from the DSWD and CSWD . Mayor Revilla, who previously served as Deputy Speaker of the House of Representatives, has been a public servant since 1995 when he was first elected as councilor of Bacoor . The program is being implemented in multiple regions across the country, including CALABARZON.

CSWD Head Ms. Emiliana Ugalde emphasized that the ceremony also recognizes the dedication and hard work of everyone who contributed to the successful implementation of the program . Through the "Tara Basa" program, Bacoor continues to support learners, empower parents, and provide meaningful opportunities for young tutors to contribute to the education and development of children in the community .
