CLARK FREEPORT ZONE — The Bases Conversion and Development Authority and the Home Development Mutual Fund, commonly known as Pag-IBIG, have joined forces to expand housing. They signed a memorandum of agreement on October 8, 2026, aiming to develop prime government properties into accessible communities.
A Landmark Housing Partnership
The initial focus of this strategic alliance is a sprawling 14-hectare site in New Clark City. This initiative aligns with the national government's ongoing efforts to address housing demands in rapidly expanding economic zones and growth corridors.
Future development opportunities are also being explored in other prominent BCDA-managed locations. These include Camp John Hay, the Morong Discovery Park, and the Poro Point Freeport Zone, ensuring a widespread impact for the program.
Maximizing Government Properties
BCDA President and CEO Joshua M. Bingcang emphasized the significance of this long-term institutional partnership. He noted that as project areas experience continuous growth, the agency remains committed to putting government properties to productive use.
The agreement directly supports the Marcos administration's 4PH housing agenda by providing quality homes. This is particularly crucial for areas like the Clark Freeport Zone, which currently hosts approximately 145,000 workers and over 1,200 active locators.
Furthermore, upcoming projects in New Clark City, such as the proposed advanced manufacturing park under the Pax Silica initiative, are expected to significantly drive up the demand for residential communities and essential facilities.
Building Homes Near Workplaces
Pag-IBIG Fund CEO Marilene C. Acosta highlighted the core benefit of the partnership. By combining affordable financing with accessible government land, the program aims to provide quality homes conveniently located near Filipino workers' places of employment.
This strategic placement reduces transportation costs and avoids long daily commutes. Ultimately, it allows residents to enjoy a healthier balance between their professional responsibilities and personal family time, significantly improving their overall quality of life.
The collaboration leverages BCDA's land resources alongside Pag-IBIG's housing expertise and financial mechanisms. Together, they are creating sustainable communities where homeownership becomes a practical reality rather than a distant aspiration for many workers.
Expanding Services and Future Plans
Beyond residential units, the partnership opens doors for mixed-use and institutional developments. It includes plans to build Pag-IBIG Fund offices, bringing vital public services closer to communities located in Central and Northern Luzon.
A Joint Steering Committee will evaluate proposed projects and establish specific arrangements for implementation. Completed housing units may be sold, while other commercial spaces could be leased or operated under mutually agreed terms.
This new framework builds on their 2025 collaboration, which broke ground on 840 affordable housing units in Capas, Tarlac. It represents a broader commitment to creating jobs, attracting investments, and fostering better communities nationwide.
