This month is anchored in Presidential Proclamation No. 1180, uniting local government units, the Inter-Agency Council Against Trafficking (IACAT), and communities against modern slavery and online exploitation.
Cavite as a Strategic Priority Area
Cavite is considered a strategic priority area for anti-trafficking efforts, as key cities in the province—such as Dasmariñas and Bacoor—have historically recorded high numbers of illegal recruitment and trafficking victims. To combat these threats, local authorities, including the National Bureau of Investigation and Philippine Information Agency, are scaling up their efforts. Recent local initiatives include capacity-building programs in Tagaytay and Silang to train law enforcers and prosecutors on managing digital evidence for child abuse and exploitation cases.
The Philippines has been recognized as a global model in the fight against human trafficking, with the Department of Migrant Workers (DMW) describing the country's "whole-of-nation" approach as a "gold standard" . This comprehensive strategy involves educating Filipinos on trafficking risks, strengthening monitoring at entry and exit points, rescuing victims, and helping survivors recover and rebuild their lives . The Philippines has maintained its Tier 1 ranking in the U.S. Trafficking in Persons Report for nine consecutive years, reflecting continued progress in combating trafficking.
Reporting Channels and Support for Survivors
The Inter-Agency Council Against Trafficking (IACAT), chaired by the Department of Justice and co-chaired by the Department of Social Welfare and Development (DSWD), leads the national campaign against human trafficking . The DSWD has renewed its commitment to supporting trafficking survivors through the Recovery and Reintegration Program for Trafficked Persons (RRPTP), which provides comprehensive services to help victims recover from trauma and reintegrate into their families and communities . In 2025 alone, the DSWD served 2,476 reported cases of trafficking in persons, with 1,200 victim-survivors immediately reintegrated or reunited with their families .
