HONG KONG — Cebu Governor Pamela S. Baricuatro is pushing for a new mechanism that would allow the Provincial Government to quickly assist Cebuano overseas Filipino workers in locating and checking on their families during disasters. The proposal was raised during her visit to the Philippine Consulate General on September 21, 2026.
A System to Connect Families During Crises
Governor Baricuatro met with Philippine Consul General Romulo Victor Manzano Israel Jr. and other officials to discuss the initiative. She explained that one of the biggest worries of OFWs is not knowing whether their families back home are safe when typhoons, earthquakes, or floods strike Cebu.
Communication lines are often disrupted during emergencies, leaving workers anxious and unable to reach loved ones. The proposed registry would allow the provincial government to identify families of Cebuano OFWs and proactively check on their condition through the Provincial Disaster Risk Reduction and Management Office.
Rather than waiting for individual requests to navigate different channels, the province hopes to respond more systematically. The arrangement could also work in reverse, helping authorities contact a worker's family in Cebu if an emergency involving the OFW occurs overseas.
Support for Repatriated Workers
The meeting also tackled closer coordination for Cebuano workers who are repatriated from abroad. Governor Baricuatro proposed strengthening the referral of returning workers to the Provincial Government so they can access employment, livelihood opportunities, and other forms of assistance.
OWWA Welfare Officer Marilou Sumalinog and Labor Attaché Atty. Cesar Chavez Jr. joined the discussions along with Consul Von Ryan Ferrera, Vice Consul Allan Revote, and DTI Vice Consul Eric Elnar. They explored how the proposal could be implemented with appropriate safeguards for personal information.
OWWA officials committed to studying what can be done to support the initiative, acknowledging that further discussions are needed on the most practical arrangement. The agency recognizes the value of connecting OFWs more directly with services from their home province.
Strengthening Ties with Philippine Posts Abroad
The discussions are part of a broader push to strengthen Cebu's engagement with Philippine diplomatic posts. Governor Baricuatro emphasized the importance of building connections abroad that translate into concrete opportunities for the province through tourism, business, investment, and jobs.
The delegation also explored ways to promote Cebu to the Hong Kong market and generate greater economic activity back home. These efforts aim to make provincial government services more accessible to Cebuanos wherever they may be.
The meeting reflects a growing recognition that local governments must play an active role in supporting their constituents abroad. By partnering with consulates and labor offices, provinces can extend their reach beyond geographical borders.
A Model for Other Provinces
If successful, Cebu's initiative could serve as a model for other provinces with large OFW populations. The registry system would bridge the gap between workers abroad and their families at home, providing peace of mind during uncertain times.
The proposal requires careful planning to protect personal data while ensuring swift response during emergencies. Governor Baricuatro remains committed to finding a workable system that addresses the unique needs of Cebuano OFWs and their families.
