CLARK FREEPORT — Clark Development Corporation (CDC) is positioning Clark Freeport as the premier investment anchor within the Luzon Economic Corridor (LEC), leveraging its established connectivity and complete business ecosystem. The announcement was made during the LEC Roundtable Luncheon at Clark Marriott Hotel on August 17, 2026.
A Ready Ecosystem for Investors
CDC President and CEO Atty. Agnes VST Devanadera emphasized that connectivity and ecosystem are the foremost considerations for investors. She highlighted that Clark offers more than just land; it provides a fully integrated environment where businesses can thrive immediately. This ready-made ecosystem reduces setup time and operational friction.
The Freeport is home to an international airport, major road networks, and advanced telecommunications infrastructure. Global logistics operators are already present, providing direct links to suppliers and markets across Luzon and beyond. This seamless integration makes Clark a natural choice for companies seeking efficient regional access.
A Robust Industrial and Labor Base
With over 1,200 locators and 151,000 workers, Clark boasts a proven industrial community. This existing base creates a network effect, where new entrants benefit from established suppliers, services, and a skilled labor pool. The depth of this ecosystem is a significant competitive advantage.
Devanadera cited the recent expansions of major logistics players as evidence of Clark's growing strength. FedEx is developing a 15-hectare expanded gateway, while UPS is building a new three-hectare sorting facility. These investments confirm the Freeport's role as a critical hub for the reliable movement of goods.
Strategic Location Within the LEC
The Luzon Economic Corridor is a major initiative linking Subic, Clark, Metro Manila, and Batangas. It focuses on strengthening supply chains across logistics, energy, digital infrastructure, and advanced manufacturing. Clark sits at the heart of this corridor, serving as a pivotal point for trade and commerce.
The corridor has now expanded into a 12-partner initiative, amplifying its potential impact. Clark's position within this network gives its locators a strategic advantage. They can efficiently reach major economic centers and markets throughout the region.
Whole-of-Government Support
Department of Trade and Industry (DTI) Secretary Ma. Cristina Roque underscored the government's commitment to facilitating investments within the LEC. She described a whole-of-government approach that guides investors through site selection, infrastructure alignment, and regulatory navigation. This support minimizes bureaucratic hurdles and accelerates project timelines.
The roundtable itself was a collaborative effort, gathering officials from CDC, the Bureau of Customs, BCDA, and representatives of the U.S. Embassy. The focus now turns to the inaugural LEC Investment Forum scheduled for September 11. Clark is ready to showcase its capabilities on this larger stage.
